ABSTRACT
Several years back, I attended a Citizen’s Academy put on by our local Police Department. During one of the sessions, an officer complained that he could not get the city financial people to pay for “spithoods” that could be carried in each patrol car. They were cheap, small, and necessary but never seemed to make it past the budget process.
