ABSTRACT

Juvenile delinquency is a signicant societal problem. Juveniles accounted for 13% of all violent crime arrests and 22% of all property crime arrests in 2011 (Puzzanchera 2013). e denition of juvenile delinquency varies depending on the local jurisdiction, but the traditional denition of a juvenile delinquent is someone under the age of 18 who is found to have committed a crime (adjudicated) in states in which it is declared by law that the minor’s culpability is less than that of an adult, precluding sentencing as an adult.
