ABSTRACT

Some of the most important metadata in MP/UP investigations are race and ethnicity. These terms refer to standards promulgated by the National Center for Education Statistics (NCES); a designation of unknown/unsure is also possible. Although the terms “race” and “ethnicity” in fact refer to different human qualities, they are often used interchangeably in law enforcement to indicate specific populations or geographic origins. Investigators who treat both race and ethnicity as functions of biology in the context of UHR investigations are able to design strategies that may resolve larger number of cases more expediently. In this book, race is used to indicate self-reported descriptors (such as White , Black, or Asian) and ethnicity is used to indicate ancestry (such as Oceanian, Eastern European, or Middle Eastern).
