ABSTRACT
This is clearly the fundamental initial stage of any measurement programme and requires a clear identification of the purpose involved. As identified previously, basic classification is likely to be in terms of strength, appearance, durability, or integrity, and it is possible that more than one of these aspects is involved in which case it may be necessary to employ more than one assessment method.
