ABSTRACT
The l a c k of c o r r e c t information on the magnitude of the d i f f e r e n c e s caused by s y s t e m a t i c e f f e c t s (observable, however, i n r e f e r e n c e hardness blocks of d i f f e r e n t m a n u f a c t u r e r s ) , o f t e n leads to disagreements, misunderstanding, and even l e g a l a c t i o n s .
