ABSTRACT

Although there i s an organizational chart for the Laboratory (see Fig. 2), the two sections are only generally defined and the d i s t r i b u t i o n of tasks between them i s not always consequential. We asked both Section Heads and the Head of the Laboratory each to f i l l a questionnaire which included d e f i n i t i o n of authority and re s p o n s i b i l i t y and the l i s t i n g of tasks and tests which f e l l under t h e i r j u r i s d i c t i o n . As was expected, we did not receive three similar answers to our questionnaire. In an attempt to fin d out how the discrepancy was caused, the Section Heads who boasted much longer service records than the new Head of the Laboratory, claimed past resolutions and precedents. We had however to take into account a balince of authority/responsibility d e f i n i t i o n for the Section Heads which would also be applicable and acceptable to other laboratories of the establishment.
