ABSTRACT
A complex organisation has evolved to carry out these tasks employing 2,200 people with an annual turnover of over DFL 450 million (US$300 million) in 1995 (Kadaster,
1996, p. 38). About 200 of these staff are based at its headquarters in Apeldoorn. The remainder are distributed among 15 regional offices in the 12 provinces of the Netherlands and its IT department.
