ABSTRACT

The application of management ethics is one of the most challenging facets of good management. It requires action based on a firm grasp of organizational concepts and theory. Unlike decision-making in the areas of performance appraisal, management systems, and information technology—where research has provided a smorgasbord of well-described and tested techniques and strategies—-applying management ethics to everyday situations presses the innovative capabilities of the public manager. Public managers must create the ethical understanding which will guide them.
