Information and Communication Technologies as Tools for Development: Between Skepticism and Optimism

This chapter provides an overview of information and communication technologies (ICTs) as an emerging component of the development discourse and of development activities around the globe. While information technology is having a global impact, this chapter will focus on the potential of ICTs for developing countries and how ICTs are being viewed and applied as tools for development.
