ABSTRACT
Dynamic changes are occurring on a worldwide basis in the organization, financing, and delivery of health care services. This is especially true for the social welfare sector within the transitional economies of the post-Soviet nations. Various factors are driving this sector's transformation, including demands by both practitioners and patients for advanced medical technology and improved health care services and the burgeoning use of economic accountability standards by government and international investors.
