ABSTRACT

Added to the above are the challenges posed by globalization with respect to diminishing the role of the state in all spheres of government, including local government. Increasing emphasis is placed on enhancing the role of the private sector,

and this is translated into legislation pertaining to local government whereby publicprivate partnerships and alternative service delivery mechanisms are encouraged. It is in this respect that civil society organizations need to play a vigilant role to ensure that the imperatives of globalization do not compromise the role of local government as an agent of people-centered development.
