ABSTRACT

Our era is particularly suited for the diffusion of concepts because of the relative ease of communication. Before they can borrow a concept, policy makers must first know it exists. In a global society, information moves quickly across national boundaries. Policy makers have many ways of becoming aware of innovative strategies, including professional organizations and policy communities, along with their various conferences and publications (Dolowitz and Marsh, 2000). Ease of travel allows policy makers, experts, and consultants to interact personally with peers across the globe (Mossberger and Wolman, 2001).
