ABSTRACT

This chapter reviews both the impact of acquired immunodeficiency syndrome (AIDS) and human immunodeficiency virus (HIV) on economic development in sub-Saharan Africa and the policy measures needed to mitigate its effects. Recent studies suggest that the HIV I AIDS epidemic poses one of the greatest challenges to long-term economic development in sub-Saharan Africa [United Nations Joint Program on HIVI AIDS (UNAIDS) and World Health Organization (WHO), 2001; Kabbaj, 2001; World Bank, 2000]. The epidemic has slowed economic growth in more than half of the countries in the subregion and threatens to reverse decades of gains in human resources development, education, health , and business and undermine the well-being of Africa's future economic growth and development.
