ABSTRACT

Poverty reduction has become the core objective of international development efforts in the twenty-first century. The poverty measurement question is therefore of central importance. Small variations in a poverty measurement methodology can make significant differences in the population identified to be poor. This has implications for the design and targeting of poverty reduction or livelihood improvement policies and programs.
