ABSTRACT
In 1984 the two governments were persuaded by the bankers that a privately funded scheme was possible. They therefore agreed to 'facilitate' the construction of a fixed link, and to grant 'Concessions' that permitted the building of the link and its operation for a period of 55 (now extended to 65) years. On the expiry of the Concession period the link would revert to the two governments.
