ABSTRACT

Abstract Reuse of construction an d demolition wastes form s part of a far wider, complex issue , primarily relatin g t o supplies of constructio n materials. Within thi s area, environmental requirement s deman d objectives fo r optimizing th e use of secondary materials. The realisation o f thes e objectives will be feasible only i f both legislation an d th e markets - in which principals play a crucial rol e - allow scop e and/or creat e th e right conditions fo r this . Only through th e combined effort s of all parties i n the market can thes e objectives be attained. An integrate d an d consistent policy i s needed on th e use of secondar y ra w materials, with clear minimum requirements whic h are binding o n all market parties. Standardizatio n plays a crucial rol e here. Legislation shoul d be clear, unambiguous, workable an d feasible . Cost-benefit analyses shoul d be prepared fo r all policy measures, including consideratio n o f thei r environmenta l effectiveness, thei r impac t on industria l competitivenes s an d th e fair distribution o f responsibilities an d costs . Existing EClegislation doe s not satisf y any of thes e considerations an d criteria.
