The best method of accomplishing this is probably to design the standard in tiers. This is illustrated in Table 2. A very simple tiering system was suggested for silos in the BMHB code [13], but many other factors need to be included than the ’size’ measure used there. Comparable proposals for different 'reliability classes' are made in the draft Eurocodes for silos [19] and for chimneys [20].
