ABSTRACT
As well as introducing new techniques, risk analysis has highlighted other problems. Safety is never absolute so what is an acceptable risk needs definition. This may vary with the circumstances, including the perception of the public or of politicians' perception of public opinion. Where such opinion is based on some widely reported failure, short term and long term public opinion may well be very different. Similarly accidents causing multiple deaths or injury are less acceptable than the same losses, spread over several incidents.
