Users' participation in water management is also laid down in the Constitution, which states: "The irrigation laws enacted by the Legislature of the Province shall not, under any circumstances, deprive interested parties in canals, ditches and drains of the power to elect their authorities and administer their respective revenues..". These users' organizations, which are called "Canal Inspections", are autonomous and autarchic organizations that elect their authorities every four years, draft and use their own budget, and collect the "canal pro rata" within their jurisdiction; it is with these resources that the Inspections' management activities are supported. They have an administrative structure made up of the Inspector (Water Manager), who is also the canal judge, three delegates who collaborate with him on water management, and the gate-keepers who are responsible for delivering water to different users.
