USERS' GOVERNANCE OF IRRIGATION WATER: ON-GOING REFORMS AND POTENTIALS

Abstract Increasing water demands urge both supplier's and users' institutions to evolve into a new stage, through a reform of irrigation management. This paper first presents a brief overview of two on-going institutional reforms. One is the case of Mexico's reform, started in 1989 and almost completed now. Another is the case of Pakistan's reform, started in 1997 on a trial basis. Considering the experiences in Mexico and arguments in Pakistan, conditions for a successful reform of irrigation management are discussed for designing a better frame of the institutional reform.
