Abstract Five problems to be solved for sustainable development of cement and concrete industry were described and discussed taking environmental compatibility in their manufacturing, use and disposal as well as development of high performance, multi-functional cement and concrete into consideration. 1 Introduction

Cement and concrete have occupied a firm position in the modem society as low-priced and reliable basic material for construction through numerous improvements from long time ago. Accompanying with the recent remarkable advancement and diversification of the industrial and the social structure, projects for constructing the infra structure toward the information-oriented and creation-oriented age are extra-large ones such as ultra high rise buildings, great-depth underground structures, long bridges, offshore airports and underwater cities. The latest labor saving, rapid execution technology are putting into practice to correspond to the age of innovation and shortage of man power. In addition, the social request for creation of more comfortable living space harmonizing with the natural environment, facilitation and simplification in maintenance for structures and the like has been increasingly diversified. When we think of the social revolution and progress in technology from the second half of the 1990's toward'the twenty-first century, the problems to be solved for sustainable development of cement and concrete industry may be concentrated on the following five items.
