ABSTRACT

MR. EHLER (the Moderator): Thank you, Dr. Doubleday. We in the United States have a lot to learn from our neighbors in the north, particularly with respect to their taking a national approach to developing and implementing an ocean strategy, both related to environmental protection and conservation as well as economic development. The United States has not been able to do that for a variety of reasons. I think the other admirable point of your talk is the fact that you are addressing many of these problems on a scale that is commensurate with the scale of the problem, that is, the entire nation or the entire Arctic. These are important national resource bases, both in Canada, the US and many other countries that truly need a comprehensive look at the appropriate scale, which oftentimes is the national scale.
