ABSTRACT
Unfortunately, the terms of discussion in this area often have focused on the worker, and the discussion has been conducted in pejorative terms: malingering, fraud, and so on. These refer to attempts by workers to stay off work while collecting benefits although they are fit. In recent years, several television shows have videotaped workers engaged in strenuous physical activities, workers who had fraudulently declared themselves disabled.1
