For simplicity, we shall consider a two-stage design with n (~ 2) of fsu's being selected (with replacement) out of the N total fsu's with equal or varying probabilities, and a fixed number mo (~ 2) of ssu's being selected (with replacement) out of the Mi total ssu's in the ith selected fsu with equal or varying probabilities.
