ABSTRACT
Maintaining control is a basic activity that can be observed wher ever there is change. For example, the human body exerts control in its efforts to maintain body temperature, blood count, and other physiolog ical functions. Industrially, it takes the form of meeting goals: delivery according to schedule, using funds according to budget, and producing quality according to specification.
