If you run calculations comparing the results obtained with Eq. (12) to those obtained by use of the equivalent expressions in the ASD specification, you will find, we think, that load and resistance factor design is somewhat less conservative than allowable stress design. This is why the above-mentioned "economies for their customers" can be achieved by use of LRFD.
