ABSTRACT

Oneofthemostcrucialaspectsofdesigningandimplementinginformation technologysystemsisthevehiclewhichtakesresponsibilityfortheseactivities.Itis conventionaltoestablishsomekindofprojectteamandthecomposition,reporting structureandmethodsofworkingofthistemporaryorganisationarevitaltothe successoftheproject.Thepurposeofthischapteristoreviewtheissuesinvolvedin settingupprojectteamsandtopresentandevaluatealternativeformstheycantake. Thereisnosinglecorrectformforthesestructuresbecausetheymustvarywiththe application,thesizeoftheorganisation,thelevelofinformationtechnologyalready implemented,thecultureoftheorganisationandahostofotherissues.Theconstructionofanappropriatestructurehasthereforetobetreatedasagenuinedesignprocess.

CustomersandExperts Theunderlyingaimwithwhichweareconcernedistheimplementationofinformationtechnologywhichmaychangethetechnicalandsocialbasisuponwhichworkis undertakeninaspecificorganisationalsetting.Thecreationofthischangeisgoingto requirespecialistsintherelevantareasofexpertiseandtheconsequencesofthechange arelikelytobeofconcerntothepeoplecurrentlyworkingintheorganisation.This givesustwoimportantkindsofcontributorsforthedesignprocess;expertsand customers.Itisusefultobroadentheconceptofcustomertoincludenotonlythose whoareactivelyseekingthechangebutallwhowillbeaffectedbyit.Mitroff's(1980) conceptofstakeholdersisusefulherebecauseitincludesallwhohaveastakeinthe changebeingconsidered,thosewhostandtogainfromit,andthosewhostandtolose.
