The precautionary principle, or the “precautionary approach,” is commonly invoked by government, industry, and civil society orga nizations as a guiding value for technological development and risk regulation. This is increasingly true in the context of agricultural bio technology, where issues of health and environmental risk have been in the forefront of public concern.
