ABSTRACT

Measurements and monitoring arc serious compliance issues because all the major environmental regulatory programs rely on measuring environmental parameters for their effectiveness. Without such measurements, it becomes impossible for agencies to regulate most conduct affecting the environment in a meaningful way. Measure­ ments are used to assess compliance with emission and discharge limits, and they provide critical information regarding environmental quality that is used to develop and implement regulatory strategies. Failing to provide quality measurements with regard to parameters that arc not subject to limits can nonetheless infringe on serious agency interests and expose regulated parlies to enforcement.
