ABSTRACT

Outside resources such as consultants, environmental service contractors, and attor­ neys can provide valuable assistance to organizations faced with compliance issues. Furthermore, the economics associated with environmental compliance require most organizations to contract for some level of environmental services. Used properly, these services can facilitate compliance at lower cost and higher effectiveness than can be achieved by using internal resources; however, contracting for services requires that the organization surrender some control of how activities are conducted. Delegation poses no problems when the activities are performed competently and in accordance with the client’s principles, but indifferent or inadequate services can create situations in which noncompliance becomes inevitable.
