ABSTRACT
There has been a great deal of talk and discussion about refile, and a few companies have even announced “ their refile” as if they invented it. At the ITU gathering in Singapore in June 1997, refile was discussed — not only on the floor o f the exhibit halls, but in the sessions themselves. Dr. Pekka Tarjanne, Secretary General o f the ITU, spoke about it in his open ing press conference, and the theme repeated itself throughout the ten days o f the show.
