This is why you will sometimes see US carrier rates to a particular country that are less than the accounting rate to that country. Even ifthe carrier loses $.05 a minute on traffic going into a given country, the carrier could net $.45 a minute on the calls out o f that country into the US. This is why you will rarely see a US-based carrier complain openly about high accounting rates — they benefit from them as much as the PTT does. As we will see in the next chapter, there are US government concerns about high accounting rates.
