Global Regulation All of these forces, formal and “ unauthorized', have added a lot of competition, all o f which put great pressure on prices. In the year 2000, we saw a big shakeout among the telcos, large and small. Not only did the biggest car­ riers suffer, including AT&T, MCl/W orldcom, British Telecom, but many o f the high flying startups — StarTelecom, World Access, Viatel, Ursus, RSL Com and other well-financed, well managed enterprises were on the brink o f extinction. These companies were joined by a host o f equipment manufacturers — the mighty Lucent was teetering on the verge o f becoming a penny stock, and was an oft-mentioned takeover target. Even the wireless companies, considered by most to be invulnerable, were at risk.
