ABSTRACT
It is remarkable, and probably due more to a lapse in attention to detail than anything else, that the ITU allowed Recommendation H.323 to come out at all. And to compound the error, they permitted Versions 2, 3 and 4 to build on H.323 and enhance VoIP capabilities to describe a functional interface to the PSTN. Maybe they didn’t know what they were unleashing, or maybe they d idn’t believe that VoIP would grow the way it has. But, regardless o f the rea sons, the ITU made a material contribution to the world o f emerging carriers by its introduction o f H.323.
