ABSTRACT

Although there had been talk for years about a multilateral structure for tariffs and trade negotiations, the world was not ready for what was beginning to happen in telecommunications. Yet, bilateral agreements were an issue in all manners o f international trade. On the heels o f World War II, a movement began to generalize trade agreements and contracts among nations and, thus, spur trade. This movement was formalized to GATT (General Agreement on Tariffs and Trade), which started with the Allied nations, but spread over the years to include other countries around the world.
