You ask them to do a job: handle a customer, write, edit, or proof a program or a story, or undertake some consulting. They do it, they bill you, you pay them, and they pay for expenses, like voice/data to their homes, equipment, and taxes. You may or may not reimburse them for expenses they incur on your behalf, like long distance phone calls, faxes, mailing, and travel. If you don't reimburse such expenses, they write them off.
