ABSTRACT
As stated in the introduction, it is not the intention of this document to reach any central conclusion but rather to allow the facts to speak for themselves. It would in any case be impossible in such a complex field to get unanimous approval from the many specialists in the different disciplines to a statement that was devoid of any minor disagreement. Indeed, as one of the contributors to this work stated, lack of any controversy risks a degree of boredom. However, since this document does not seek to entertain but to inform, the Watt Committee on Energy will feel satisfied if the latter is achieved at the expense of the former.
