ABSTRACT
This chapter takes a close look at layered operational concepts in Air Traffic management (ATM) and flight operations. The aim is to expose common principles behind the tactics and strategies governing the operation of complex goal-oriented (self-optimizing) systems such as the air transport system. That analysis is developed into a subject called planning theory, which is subsequently discussed in the context of certification and human factors.
