In-house implementation (also known as 'force account' or 'direct labour') is a wellknown method, where all aspects of planning and execution of an infrastructure project are handled exclusively by one party, normally a branch office of a government department. Previously, this approach was common for all types of road works. Today, it is still often used for road maintenance, but its use for new construction and renewal works is declining.
