ABSTRACT
The road is a capital investment that deteriorates in the same way as other assets, whether
used or not. The technical background to this deterioration and techniques used for
recording its extent and progression and inhibiting and reversing its progress are given in
Sections 12.1.4, 12.2.6 & 14.3. The financial implications for users with respect to their
routine vehicle operating costs are discussed in Section 29.1.2. Unexpected road
deterioration can also create a safety hazard.
