ABSTRACT
Chapter 5 discussed the wide range of factors that must be considered in assessing the
worth of a planned road project. In particular, Section 5.2.3 introduced the concept of a
social audit to consider the economic, strategic, distributional, and environmental impacts
of a project. This chapter discusses the environmental component, although it is rarely
possible to place the impacts of a road project in neat, self-contained categories.
