The major cause of life loss and injury due to earthquakes is the collapse and failure of vulnerable buildings located in highly hazardous regions. Consequently, for mitigating seismic losses, it is essential that these hazardous regions and vulnerable buildings be identified and ranked in an order so that the limited funds and time can be allocated to achieve maximum reduction of potential losses.
