The scope In Part we are concerned with the col1ection and analysis of data on accident risks. The term 'accident risk' is used as a collective name for factors at the workplace or in the management system that increase the risk of accidents. It includes hazards, deviations, contributing factors and root causes. There are different means of collecting data on accident risks. Accident and near-accident reporting and workplace inspections represent 'traditional' means, where data is collected 'after the fact', i.e. after the accident risk has emerged. SHE audits are now also as a part of such a system in many companies. Figure 12.1 shows the 'theoretical' coverage of these different means of data collection. Risk offers an opportun-
