ABSTRACT
ESTABLISH THE FACTS The Philadelphia Electric Company (PECO) management began an investigation. Dispatchers tried unsuccessfully to call a number of technicians who were suppos edly on call to respond to such emergencies. They found that a number of PECO technicians refused to respond to calls concerning the gas leak. More than an hour elapsed before the company finally found a technician to investigate the leak.
