ABSTRACT

The following paragraphs are an excerpt from OSHA’s Unified Agenda for Long Term Actions as it appeared in the Federal Register, April 24, 2000. This portion of the Agenda was discussing OSHA’s philosophy and intentions regarding the ultimate proposal for a standard that regulates the creation and utilization of formal safety and health programs, specifically the statement of need and the risks involved. Understand that OSHA has nearly three decades of experience from which to draw this conclusion. Developed from visiting business entities in all sectors of the economy and in all regions

of the country, their perspective can be described as a true sampling of the beneficial effects of a safety and health program, or the negative effects of its absence.
