As was previously discussed in Chapter 4, there may be any number of ingre dients in the formula for “best,” and some may be quite subjective. Individual tastes may enter the judges’ lists.
Since almost every real engineering project requires that resources be allocated to its accomplishment, one obvious measure of the goodness of a proposal is how much it will cost. The measure of cost, naturally, is money, so the expenditure of money becomes a criterion. For those systems in which most of the elements are easily rendered in terms of money, this will be the criterion of choice.
