ABSTRACT

Project management practitioners consistently express the view that the ultimate purpose of the project organization is to improve the abil­ ity of the host organization to achieve its goals.

The value of attaining unity between organizational and individ­ ual project strategy has been documented for thousands of years. In historical military strategy books such as Sun Tzu’s The Art o f War (ca. 500 b c ) and Carl Von Clausewitz’s On War (1850) it is repeatedly stressed that effective strategic and tactical planning treats each bat-
