ABSTRACT

The concept of safety or safety standard needs closer examination. The expression "safety standard" means an accepted level that is free from hazard. The development of safety standards presupposes the following: identification of the hazard and selection of the level that produces an environment free from the hazard. Sweden has been a leader in developing recommended visual ergonomic and electromagnetic emission standards for computer displays. The stumbling block for the regulatory agencies setting standards for both residential and occupational environments has been a lack of recognized interaction mechanisms showing how such low-level electromagnetic (EM) fields could possibly affect biological processes. In the United Kingdom, the National Radiological Protection Board (NRPB) started providing guidance on restrictions to the exposure of people to EM fields.
