ABSTRACT
The working group was invited to make suggestions for further study or action, with the eventual objective of helping to overcome the main obstacles and stimulate new schemes. In so doing, the group draws attention to the Energy Act 1983 and emphasises its significance as a substantial step forward in removing obstacles to development; it considers that the full benefit of this Act has not yet been fully appreciated. It is perhaps too soon to gauge its effect.
