ABSTRACT
In this chapter, we will compare the three case studies. From this comparison, we will derive a number of insights about how system innovations develop and how we can manage them. We will also formulate lessons for a government that wants to realize a system innovation. We will do so in the form of observations and strategies. Observations may raise a government's awareness of system innovations; strategies offer possibilities for action.
